I thought the US had refused to be a signatory member of the ICC provisions. Can the ICC prosecute individuals from a nonsigning country?

The ICC has every right to indict, try, convict and jail anybody. The problem for the ICC is that many of the worst offenders -- Putin, Netanyahu, Gallant (Israel), Hlaing (Myanmar), Omar al-Bashir (Syria)-- are from non-signatory countries. But the leverage an ICC indictment carries is (1) it identifies, on the strictest possible evaluation of the evidence, the world leaders committing human rights violations and (2) it means those indicted risk summary arrest in any signatory country, whose governments are authorized to arrest those under warrant. It is possible the ICC can try in absentia, but I don't think it's done that yet. To note, it also had under warrant YahYah Sinwar of HAMAS who was killed by Israel after multiple attacks on Gaza and Hezbollah's Hassan al-Nasrallah, whom Israel killed in a cell phone attack that also killed hundreds of his bomb makers and henchmen. So these butchers often don't make it to trial because they're not exactly spending their days fussing over tea and cakes.
